8.a Ordinance No. 4291: An Ordinance of the City Council of the City of Riviera Beach, Palm Beach County, Florida, amending the City Code of Ordinances Chapter 31 (ZA-25-0001), on behalf of Aquao Holdings LLC (Applicant), approving a rezoning amendment application to rezone a +/- 4.28 acre parcel; generally located At 1117 Broadway (PCN: 56434233360010000 and 56434233360150000), between W. 11th Street and W. 12th Street, from a Downtown Core (DC) District to an Inlet Harbor Center Planned Unit Development (IHC-PUD) zoning district; providing for applicability, conflicts, severability and codification; and providing for an effective date and for other purposes.
8.b Ordinance No. 4286: An Ordinance of the City Council of the City of Riviera Beach, Palm Beach County, Florida, fixing the adjusted tax valuation of real property located within the corporate limits of the City; levying a tax on real property and tangible business personal property located within the corporate limits of the City, for the fiscal year beginning on October 1, 2025, and ending on September 30, 2026 fixing the millage rate of 8.3500 mills thereon for said year; that the millage rate of 8.3500 is 6.53% higher than the rolled back rate of 7.8381; providing a severability clause; and providing for an effective date.

9.a Ordinance No. 4285: An Ordinance of the City Council of the City of Riviera Beach, Palm Beach County, Florida, approving a request from CORE and PGAL, Inc., on behalf of the City of Riviera Beach, to abandon (AB-25-0002) two unutilized right of ways to allow for the construction of a new Police Headquarters, located at 1621 West Blue Heron Boulevard; providing for conditions of approval, providing for an effective date, and for other purposes.

11.b Resolution No. 01-25: A Resolution of the City Council of the City of Riviera Beach, Palm Beach County, Florida, announcing the award of the Blight Prevention Through Demolition Grant from the Solid Waste Authority in the amount of $124,500 to perform demolition of the Barracuda Bay asphalt parking and disconnects located at 1621 West Blue Heron Boulevard, Riviera Beach, Florida, legally identified as Property Control Number 56-43-42-29-04-008-0010; authorizing the Mayor and Acting City Clerk to execute an Interlocal Grant Agreement with Solid Waste Authority of Palm Beach County; authorizing the Finance Director to establish a budget; and providing an effective date.
11.c Resolution No. 150-25: A Resolution of the City Council of the City of Riviera Beach, Palm Beach County, Florida, approving a Site Plan and Special Exception Request (SP-25-0005) (SE-25-0002) from Aquao Holdings LLC (Applicant); For a +/-1,228,572 square foot Mixed-Use Development to Include: 508 Condominium Residential Units, +/- 10,000 Square Feet of Retail and Restaurant, with a Parking Garage; On Approximately +/- 4.27 Acres of Land (+/- 186,719.74 Square Feet); generally located at 1117 Broadway Boulevard, between W 11 th Street and W 12 th Street; Providing for Conditions of Approval, providing for Applicability, Conflicts, Severability and Codification; and providing for an effective date and for other purposes
11.d Resolution No. 88-25: A Resolution of the City Council of the City of Riviera Beach, Palm Beach County, Florida, authorizing the City Manager to execute partnership agreements with the Rapids Water Park and selected homeowners association (HOAs) (listed in Exhibit A); Acknowledging the purchase of general-admission aquatic passes from neighboring municipalities to support the Swim On-the-Go Initiative; Authorizing the Mayor and City Clerk to execute Interlocal Agreements with other governmental entities, if needed; authorizing the Chief Financial Officer to make payments from the budgeted account; and providing an effective date.
11.e Resolution No. 89-25: A Resolution of the City Council of the City of Riviera Beach, Palm Beach County, Florida, Authorizing the City Manager to Request the Palm Beach County Board of County Commissioners to amend the Barracuda Bay Interlocal Agreement in order to allow the relocation of the Riviera Beach Aquatic Center to either Wells Recreation Complex (600 West Blue Heron Blvd.) or Dan Calloway Recreation Complex (1420 West 10th Street) to support the construction of the Riviera Beach Police Headquarters, and that this rescinds Resolution No. 56-23, which previously authorized relocation to the Sports Complex (Wells Recreation Complex) at 600 West Blue Heron Boulevard. The City Manager is hereby authorized to execute all necessary documents to facilitate the amendment to the Barracuda Bay Interlocal Agreement.
11.f Resolution No. 156-25: A Resolution of the City Council of the City of Riviera Beach, Palm Beach County, Florida, amending the job classifications lists by reclassifying and regrading certain classified and unclassified positions pursuant to the 2025-2026 fiscal budget; and providing an effective date.
12.a Discussion of an Alternative Flexible Work Schedule Policy
