3.d Resolution Number 40-26: A Resolution of the City Council of the City of Riviera Beach, Palm Beach County, Florida, authorizing the execution of a Financial Advisory Services Agreement between the City of Riviera Beach and PFM Financial Advisors LLC, for Financial Advisory Services obtained through Request For Proposal No. 1175-RFP-25-3 for an initial one-year period, with an option to renew for Four (4) One(1)-Year Renewal Periods in an amount not to exceed the Approved Fee Structure; authorizing the Chief Financial Officer to make payment for such services and providing an effective date.

7.a Ordinance Number 4305: An Ordinance of the City Council of the City of Riviera Beach, Palm Beach County, Florida, amending Chapter 22 of the Codes of Ordinances Entitled Buildings and Building Regulations Article VI, Entitled Road Impact Fee by updating and revising Section 22-187 entitled Computation of the amount of road impact fee providing for severability; and providing an effective date.
7.b Ordinance Number 4304: An Ordinance of the City Council of the City of Riviera Beach, Palm Beach County, Florida, amending the Schedule of Fees contained in Ordinance 2977, Section 8 entitled “Computation of the amount of the Impact Fee” providing for severability; and providing an effective date.
12.a Resolution Number 08-26: A Resolution of the City Council of the City of Riviera Beach, Palm Beach County, Florida, authorizing and directing the Chief Financial Officer to proceed toward the issuance of the City’s public improvement revenue bonds, or other debt obligations, in one or more series, in accordance with the City's Debt Management Policy, to finance a portion of the cost of the acquisition, construction, development or equipping of (A) an evidence room and firing range training facility in the City’s new Police Station, (B) Parks and Recreation improvements in the City and (C) street reconstruction, all in the amount of $60,000,000; declaring the official intent of the City to reimburse itself for certain capital expenditures of such acquisition, construction, development or equipping by incurring debt; authorizing officials of the City to do all thing necessary or advisable in connection therewith; and providing for an effective date.
12.b Resolution Number 17-26: A Resolution of the City Council of the City of Riviera Beach, Palm Beach County, Florida, approving the Comprehensive Agreement between The City and CORE Construction Services, Inc.; Authorizing the Mayor and City Clerk to execute the Comprehensive Agreement between CORE Construction Services, Inc., and the City of Riviera Beach to provide Design-Build Construction Services for Police Headquarters at 1621 West Blue Heron in an amount not to exceed $50,000,000; authorizing utilization of vendors listed in Exhibit A for furniture, fixtures and equipment; authorizing Project funding in the amount of $30,000,000 from the voter approved Referendum Bonds & Replacement Fund and up to $20,000,000 from the Public Improvement Revenue Bonds, authorizing the Chief Financial Officer to modify the Minute Limitation) Public Comments shall begin at 7:30 PM unless there is no further business of the City Council, which in that event, it shall begin sooner. In addition, if an item is being considered at 7:30 PM, then comments from the public shall begin immediately after the item has been concluded. REGULAR AGENDA Budget Appropriations accordingly, and authorizing the Chief Financial Officer to make payment from Project 23076 – Police Headquarters; and providing an effective date
12.c Resolution Number 18-26: A Resolution of the City Council of the City of Riviera Beach, Palm Beach County, Florida, awarding Invitation to Bid 1188-ITB-25-3 to M&M Asphalt Maintenance Inc. DBA All County Paving of Delray Beach and Boulder Construction LLC of Riviera Beach for the City, Utility Special District, and Community Redevelopment Agency for the continuing services for Asphalt and Sidewalk Rehabilitation; authorizing the City Manager to execute the agreement and issue individual work orders in an amount not to exceed $1,000,000; and authorizing the Chief Financial Officer to make payment from Project 25006 – Citywide Sidewalks and 25007 – Streets Mill and Overlay; and providing an effective date.
12.d Resolution Number 26-26: A Resolution of the City Council of the City of Riviera Beach, Palm Beach County, Florida, awarding Invitation to Bid (ITB) 1198-ITB-25-4, for Parking Lot Construction at the Lindsey Davis Senior Center (1550 28 th Street) to Sports Surface LLC. in an amount not to exceed $500,000; authorizing the Mayor and City Clerk to execute the contract; authorizing the City Manager to execute a Joint Use Agreement with the RJ Hendley Christian School aka Greater Bethel Christian School; authorizing the City Manager to approve change orders up to ten percent (10%); authorizing the Chief Financial Officer to make payment from Projects 23019-Parks Master Plan and 25016 Lindsey Davis Renovations; and providing an effective date.
12.e Resolution Number 20-26: A Resolution of the City Council of the City of Riviera Beach, Palm Beach County, Florida, awarding Request for Qualifications RFQ-1166-25-2 to firms as listed on Exhibit A for the provision of General Continuing CCNA Consulting Services for the City, Utility Special District, and Community Redevelopment Agency; authorizing the City Manager to execute the agreements and issue individual work orders in an amount not to exceed $1,000,000; and providing an effective date.
12.f Resolution Number 45-26: A Resolution of the City Council of the City of Riviera Beach, Palm Beach County, Florida, approving and ratifying a Collective Bargaining Agreement commencing October 1, 2025, to September 30, 2028, between the City of Riviera Beach and Palm Beach County Police Benevolent Association (PBA), police captains; authorizing the City Manager and City Clerk to execute said agreement; and providing for an effective date.
