Ordinance Number 4317: An Ordinance of the City Council of the City of Riviera Beach, Palm Beach County, Florida, approving a City initiated Code of Ordinance amendment, amending the City’s Code of Ordinances Chapter 13, Parks and Recreation, adding Article III, entitled Boats, Floating Structures, Live-Aboard Vessels and Other Watercraft; adding section 13-56.1 Overnight Anchoring or Mooring Limitation; providing for exemptions; providing for enforcement and fines; providing for removal, towing and disposal; providing for codification; providing for severability; providing for conflicts; and providing for an effective date.
11.a Resolution Number 70-26: A Resolution of the City of Riviera Beach, Palm Beach County, Florida (the “City”) authorizing the issuance of the City’s General Obligation Bonds, Series 2026 (the “Series 2026 Bonds”) in the initial aggregate principal amount not to exceed $115,000,000 for the purpose of financing a portion of the cost of the Series 2026 projects; describing the Series 2026 projects; determining certain details of the Series 2026 Bonds; approving the form of a summary notice of sale and a notice of sale and authorizing the public sale of the Series 2026 Bonds; providing for the application of the proceeds of the Series 2026 Bonds; delegating authority to proper officials of the City, in consultation with the City’s Financial Advisor, to accept, pursuant to a competitive public sale process, the bid or bids of the lowest qualified bidder or bidders for the purchase of the Series 2026 Bonds, subject to certain parameters and other matters set forth in this Resolution; approving the form and authorizing the execution of an official statement in connection with the offering and sale of the Series 2026 Bonds and authorizing the distribution of a preliminary official statement and the official statement; appointing a paying agent and registrar; authorizing the execution and delivery of a paying agent/registrar agreement; authorizing the Series 2026 Bonds to be registered under a book-entry only system of the registration; authorizing the proper officers of the City to do all other things deemed necessary or advisable in connection with the sale and delivery of the Series 2026 Bonds; and providing for an effective date.

11.c Resolution Number 82-26: A Resolution of the City Council of the City of Riviera Beach, Palm Beach County, Florida, approving and authorizing the Mayor to execute a Use of Facility Agreement between Palm Beach County and the City of Riviera Beach for the purpose of providing space at the Lindsey Davis Center for the operation of a congregate meal program serving eligible seniors; providing for conflicts, severability, and an effective date.
11.d Resolution Number 80-26: A Resolution of the City Council of the City of Riviera Beach, Palm Beach County, Florida, authorizing the execution of continuing services contracts for professional marine/coastal engineering consulting services with the top four ranked firms Cummins Cederberg, Inc., Kimley-Horn and Associates, Inc., APTIM, and GRAEF-USA, Inc. obtained through Request for Qualifications No. 1168-25-3, for an initial three (3) year period with the option to renew for two (2) additional one (1) year renewal periods, in a cumulative amount not to exceed $200,000; authorizing the Chief Financial Officer to process payments for such services; and providing an effective date.
11.e Resolution Number 83-26: A Resolution of the City Council of the City of Riviera Beach, Palm Beach County, Florida, accepting the recommendation of staff and authorizing the Mayor and City Clerk to execute a three-year continuing services contract to provide towing and storage services with Kauffs of Palm Beach, Inc. of West Palm Beach, and Sheehans Towing, Inc. of West Palm Beach; providing for two (2) one-year renewal options based upon the mutual consent of the parties; and providing an effective date.
